I am directed by the Earl of Balfour to acknowledge the receipt of your letter X.C. 76492/22 of the 7th ultimo, on the subject of the withdrawal of the British postal agency in China.
The resolution adopted by the Washington conference on the 1st February last finally settles that the postal agencies are to be withdrawn not later than the 1st January 1923, and it does not require ratification.
In these circumstances Lord Balfour considers that the British postal agencies should be withdrawn as soon before that date as the necessary arrangements can be conveniently concluded, and that the issue of definite instructions need not be delayed pending ratification of the Washington treaties.
The Washington resolution does not apply to Wei-hai-wei until it ceases to be leased territory, and it is desirable that the agency at Wei-hai-wei should continue to function until the negotiations which are about to commence with the Chinese Government for the return of the territory have been completed and the territory is definitely returned to Chinese control. It is not yet possible to intimate with any precision the date when this return will be effected.
A copy of a telegram which has been sent to His Majesty's Chargé d'affaires at Peking explaining the action which it is desired that he should take in this matter is sent to the Secretary to the Post Office.
